Of the sixty-two (62) British Justices, nineteen (19) are paid Officials of the Government, who will take part in the deliberation of the Unofficial Member; for, among other obvious reasons, the Official class is represented by seven out of the twelve Members of the Court are already represented for character, education, and property. The great majority of all classes in Hong Kong, the Chinese retain their Chinese nationality, and are only temporary Residents in this Colony. My choice is thus much limited both in the selection of Magistrates, and of the Chinese.
